Regulatory Alignment & CMM 2022-06
CMM 2022-06: Daily Catch & Effort Reporting
Requires vessel masters to keep daily electronic logs and provide this electronically from 1 January 2024. Initial assessments in the 2024 Compliance Monitoring Report indicate broad compliance with limited instances of non-compliance identified across:
- 4 Implementation Obligations Assessed
- 1 Reporting Obligation Assessed
Interim Observer Transhipment Reporting
Interim data fields and standards for observer transhipment reporting took effect from 1 April 2023. SPC is facilitating interim implementation through Regional Observer Programmes, with final E-reporting observer data SSPs pending Regional Observer Programme Intersessional Working Group (ROP-IWG) data requirement decisions.
Catch & Effort E-Reporting Trends
Longline Fishery
Uptake of electronic reporting (E-reporting) across WCPFC fisheries continues to expand. In the longline fishery, the number and proportion of trips reported electronically increased steadily before stabilising in recent years.
Purse Seine Fishery
E-reporting uptake increased markedly over the period and remained at a high level. Further review is required to determine if the 2025 reduction reflects incomplete provisional data.
E-Monitoring Data Reviews & Implementation
Annual Longline E-Monitoring (EM) Data Reviews (2020-2025)
Tracks the number of E-monitoring data reviews of longline sets by national EM programmes. High variability can largely be attributed to activity generated during E-monitoring trials compared to formal EM implementation.
Status of E-Reporting Implementation (Selected Fleets 2025)
Shows the implementation of E-reporting across selected CCMs, highlighting integration methods (such as the OnBoard application and PNA IFIMS eLOG systems) and their alignment to non-binding WCPFC standards.
