Please find attached a revised draft of the Concept Paper (v2). Terry and I have reviewed all the comments received, and have tried to accommodate as many as possible in the revised draft. We received a vast number of comments, suggestions and perspectives - all of which are extremely useful in progressing our work within the SWG, and more broadly in the Commission. It was very encouraging to see that most SWG participants were supportive of the general approach taken in the Concept Paper. However, we acknowledge that we have not been able to accommodate every single comment in the paper. Some suggestions, while very valid and useful, are likely to fall outside the scope of the SWG. However, where possible, we have tried to find a balance and think that we are still moving in a useful direction. In addition, we make a few general comments below: Costs/resourcing - A number of participants voiced concern over the potential costs and resourcing required to implement some of the options. In general, our intent behind suggesting the proposed options is to actually address resourcing constraints (both human and fiscal). We hope that some of the suggestions (as refined by participants’ input) will better streamline VMS reporting and monitoring efforts, to reduce burden on both the Secretariat and CCMs alike. However, we do see the benefit of getting some more specific advice regarding estimated costs, so we will note this down as potential additional work to progress. AIS - We note that participants have a range of opinions regarding the use of AIS within the Commission framework. We have taken these comments on board and will continue to try to find a suitable approach for all as we move forward. Sharing of comments - We note that, at this stage, we have not shared all the comments received amongst participants. We have done this because we had not received consent from participants for their comments to be shared. When you provide comments on v2, please indicate if you like your comments shared or not. Workplan We acknowledge that we are slightly behind our workplan, but do feel we are generally on track. It is also great that we can progress this work remotely, as it enables some good progress to be made even with all the travel/meeting restrictions. We have updated the dates in the attached v2. Could you please provide comments on the revised Concept Paper (v2) by close of business Wednesday 24 June 2020 (FSM time).
