Wavemakers: Strengthening Leadership Across the Global Fisheries Compliance Community

Professionals in global fisheries monitoring, control, and surveillance (MCS) compliance and enforcement often work in challenging and remote settings. Many are part of small teams or are the only specialists in their organization, taking on major responsibilities with little access to support or peer networks.

At the same time, women leaders across the fisheries sector bring a wealth of experience that is often not visible or fully reflected in formal leadership spaces. 

To address these challenges, the International MCS Network (IMCS Network) is launching a new global initiative. This effort aims to strengthen leadership, collaboration, and professional skills across the fisheries MCS, compliance, and enforcement community.

The initiative, Wavemakers: Women Shaping the Future of the Global Fisheries MCS, Compliance and Enforcement Community, brings together experienced practitioners and emerging professionals from across regions to foster inclusive leadership, knowledge exchange, and stronger professional connections.

Wavemakers is different from a typical training program. It connects early- and mid-career professionals, called “Navigators,” with experienced women leaders, known as “Guides,” from the global fisheries community. Over nine months, participants take part in structured conversations, peer exchanges, and ongoing reflection on their real-world experiences.

The program aims to build confidence, improve professional judgment, and encourage collaboration across regions. It gives participants a chance to discuss challenges, share their views, and learn from each other in ways that reflect the real-life experience of fisheries compliance work.

An Advisory Group of senior leaders from the global fisheries community will lead the program. This group includes WCPFC Executive Director Rhea Moss-Christian, WCPFC Legal Adviser Dr. Penelope Ridings, Ms. Jung-re Riley Kim (Korea), and representatives from partner organizations. A team of advisors and practitioners, including Matt Cross, will also help with program design, facilitation, and participant support.
