Introduction

The Compliance Monitoring Scheme helps ensure all members (CCMs) follow the Commission’s Convention and related measures.

Why it matters:

  • Ensures fair, sustainable fishing in the Western and Central Pacific
  • Identifies gaps in reporting and compliance
  • Guides improvements and support for CCMs

Common compliance activities:

  • Annual report reviews
  • Risk assessments
  • Audit points checks
  • Observer participation reviews

 

How CMS Began and Evolved

Early Trials (2011–2015)

CMM 2010-03 established the CMS, trialed 2011–2015 and updated 2016–2018.

Independent Panel Review (2017–2018)

An Independent Panel reviewed the CMS with clear recommendations:

Intersessional Working Group (2018)

Led by the Republic of Marshall Islands to draft CMM 2018-07 (implemented 2019): CMS IWG Reference Page.

Secretariat & Member-Led Streamlining (2019–2021)

Multi-Year Enhancement Workplan (2020–2023)

  • CMM 2019-06 set up risk framework and audit points
  • Four work streams: risk framework, audit points, aggregated tables, observer participation
  • 2022 extension to 31 Dec 2023 with focus on completing tasks and core report submissions (CMM 2018-06)

Latest Measure: CMM 2023-04 (Dec 2023)

  • Valid until 31 Dec 2026
  • Recommits to multi-year workplan: technology investments, corrective actions, observer guidelines
