New Caledonia Letters of Authorization of Inspectors_updated July 2014

I replaced the relevant pages of the Nov 2011 submission with the new pages received in April 2014. I also checked and determined that the Jan 2011 advice is replaced entirely by the Nov 2011 submission, so it will be removed.
